Tender Description

The Queensland Police Service (QPS) is seeking Proposals for the supply of Aerial Support Services in the Cairns and the Sunshine Coast / Wide Bay-Burnett regions for an initial 12-month period from suitably qualified Suppliers with an established presence in Australia. Suppliers may bid for either the Cairns region, the Sunshine Coast / Wide Bay Burnett region, or both regions. For each region, the successful Offeror will be required to provide one (1) helicopter (NVIS capability is highly desirable), and suitably qualified and experienced pilots. The successful Offeror will be required to have, or obtain, a base at each region.

The helicopter must be equipped with specialist mission role equipment including:

  • Electro Optic/Infra-Red camera system
  • Mission management system
  • Video display, recording and downlinking system; and
  • Tactical communications system.

The Aerial Support Services will include, but not be limited to 5x10 hour shifts per week and up to 20 flight hours per week as determined by Customer requirements (roster published monthly with no On-Call requirement).

Data from the aerial operations performed at these regions over the Contract Term will inform any future Strategic Review and recommendation to establish permanent POLAIR Airborne Law Enforcement (ALE) Services in these regions.

The Aerial Support Services project aligns with the QPS Strategic Plan 2023-2027 strategic objectives in collaboration with community, government, and non-government partners, providing effective, high quality and responsive policing services to make Queensland safer:

Our Relationships - Create a safer community and provide better services through connected and engaged relationships – by maximising opportunities to prevent crime and enhance community safety through collaborative partnerships with government agencies, non-government organisations and community groups.
