Southern Rural Water (SRW) are delegated by the Minster for Water to make determinations on licence applications to take and use water from groundwater, rivers and creeks, springs, soaks and dams.

Sometimes these applications are more complex due to historic impacts (perceived, or confirmed), community interest, the end use or volume of water, or a combination of these factors.

Alongside this, the resources required to undertake these determinations extend beyond the baseline offering, and we are therefore required to a fair and equitable framework that we can use to recover the costs through the application process, including work completed before the receipt of an application.

SRW is seeking a consultancy that can support this process by developing a risk-based approach to these determinations. Clearly mapping out strategic and tactical communications and engagement requirements, and identifying the internal and external resourcing effort required to undertake a robust process.

This work will culminate in an end to end process and resourcing plan for a specific anticipated applications, and will also provide the basis for other upcoming complex determinations, namely the Alcoa, Anglesea licence renewal and Latrobe Valley mines renewals.
