1. Introduction
The Federation of Ethnic Communities' Councils of Australia (FECCA) is seeking proposals from qualified consultants to develop a comprehensive Finance Management Policy. This policy will guide our financial operations, ensuring compliance with regulatory requirements and promoting best practices in financial management.
2. Background
FECCA is the peak national body representing Australians from culturally and linguistically diverse backgrounds. Our mission is to advocate for the equitable treatment of multicultural communities and promote their inclusion in Australian society. Effective financial management is critical to our success, enabling us to responsibly manage resources, ensure sustainability, and support our advocacy efforts.
3. Objectives
The primary objective of this tender is to develop a Finance Management Policy that will:
• Ensure compliance with all relevant legislation and regulations.
• Establish clear procedures for financial planning, budgeting, accounting, and reporting.
• Promote transparency, accountability, and integrity in financial operations.
• Provide guidelines for managing financial risks and safeguarding assets.
• Support efficient and effective financial decision-making processes.
4. Scope of Work
The successful consultant will be required to:
1. Review Current Practices:
• Assess FECCA's existing financial management practices and policies.
• Identify gaps and areas for improvement.
2. Stakeholder Consultation:
• Engage with key stakeholders, including the FECCA Board, management, and staff, to understand their needs and expectations.
3. Policy Development:
• Draft a comprehensive Finance Management Policy covering all aspects of financial management, including but not limited to:
• Financial planning and budgeting
• Accounting and financial reporting
• Internal controls
• Cash and asset management
• Procurement and expenditure
• Financial risk management
• Ensure the policy aligns with best practices and regulatory requirements.
4. Training and Implementation:
• Develop a training program to educate FECCA staff on the new policy.
• Provide support during the initial implementation phase to ensure smooth adoption.
5. Deliverables
• A detailed work plan outlining the approach and timeline for the project.
• A draft Finance Management Policy for review and feedback.
• A final Finance Management Policy document.
• A training program and materials for staff.
• A report summarizing the project, including recommendations for ongoing improvements.
6. Submission Requirements
Proposals should include the following:

• A brief introduction to the consultant or consulting firm.

• Executive Summary:
• A summary of the proposal, including an understanding of the project and proposed approach.
• Experience and Qualifications:
• Details of the consultant’s experience in developing finance management policies.
• Case studies or examples of similar projects completed.
• Resumes of key personnel involved in the project.
• Methodology and Work Plan:
• A detailed description of the proposed methodology and work plan, including timelines and milestones.
• Budget:
• A detailed budget, including all fees and expenses.
• References:
• Contact information for at least three references from previous clients.
7. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Experience and qualifications of the consultant.
• Understanding of the project and proposed approach.
• Quality and comprehensiveness of the methodology and work plan.
• Cost-effectiveness and value for money.
• Feedback from references.
