This Tender is invited by the Issuer.
The Commission has recently completed a series of Enterprise Architecture reviews and as part of that review, a Data Architecture Strategy has been created. This strategy outlines that the Database Layer (described in the diagram below as “Central Data Repository”) and associated Infrastructure and tools are a vital component in ensuring delivery of the Strategy. The elements of the Strategy that the Commission needs to deliver against are listed below and include.
- Data Quality Management
- Data Indexing and Cataloguing
- Data Dictionaries
- Enterprise Data Model
- Meta-Data Management Systems
- Data Certification
- Central Data Repository
- Data science and Analytics
After completion of the Strategy a series of model Architecture and Design options were created assessed. A preferred target Architecture and Design and target operating model has been selected and the Commission is now seeking to engage and single or multiple vendors to provide the below Services elements:
- Lead Implementation partner / System Integrator. This partner will lead the implementation of the Architecture and Design including standing up the Snowflake service. The lead Implementation partner may also provide the elements in Part B: ie the Data cataloguing element and also part C: Snowflake elements.
- Data Cataloguing / Governance / Lineage / Metadata /Observability Software: including one-off Installation/Set-up and ongoing licensing/hosting/usage fees and ongoing Support and Maintenance services.
- Snowflake Licensing: ongoing licensing/credits/hosting/usage fees and ongoing Support and Maintenance.
Partners would be expected to clearly outline which service element it is providing a response to. The Commission is looking for a single partner only for each element, i.e. it is not looking to have multiple partners providing services for each service element. However a partner may be successful in being awarded a contract across multiple service elements if they satisfy the selection criteria in that service element.
