Tender Description
This is a targeted refresh - please read the Invitation to Apply (ITA) and mandatory criteria carefully before applying. Please note that if your organisation does not comply with the mandatory criteria, your Application will be deemed as non-Conforming.
The purpose of this ITA is to increase diversity of whole-of-Government GGS0077-21 - Uniforms and Personal Protective Equipment (UPPE) preferred supplier panel (PSP) by seeking responses from the targeted supplier types that can demonstrate capacity, capability and deliver value for money for UPPE goods and services. This will assist in providing Eligible Customers with greater scope to engage a diverse range of suppliers in alignment with the Queensland Procurement Policy and Buy Queensland approach.
Suppliers who meet all the characteristics of any supplier type indicated below and provide one or more of the in-scope categories (refer below) are encouraged to apply:
Supplier type 1 - Aboriginal and/or Torres Strait Islander Business. Required characteristics:
• Have an Australian registered business, i.e. have an Australian Business Number (ABN); have an Australian Company Number (ACN); or have an Australian Registered Body Number (ARBN), and
• Have a Queensland presence, i.e. office(s) in Queensland, and
• A business that is at least 50 percent owned by Aboriginal and/or Torres Strait Islander peoples (in line with the Queensland Indigenous Procurement Policy).
Supplier type 2 – Social Enterprise. Required characteristics:
• Have an Australian registered business, i.e. have an Australian Business Number (ABN); have an Australian Company Number (ACN); or have an Australian Registered Body Number (ARBN), and
• Have a Queensland presence, i.e. office(s) in Queensland, and
• Meet Social Traders’ Social Enterprise definition:
o be led by an economic, social, cultural, or environmental mission consistent with a public or community benefit, and
o trade to fulfil their mission and derive a substantial portion of their income from trade, and
o reinvest most of their profit or surplus into the fulfilment of their mission.
Supplier type 3 – Manufacturer. Required characteristics:
• Have an Australian registered business, i.e. have an Australian Business Number (ABN); have an Australian Company Number (ACN); or have an Australian Registered Body Number (ARBN), and
• Have UPPE manufacturing facilities located in Queensland, and
• Must be a manufacturer as defined in Division C Manufacturing of the Australian and New Zealand Standard Industrial Classification (ANZSIC).
The scope of UPPE PSP includes the following categories (refer to Part B: PSA Details, Schedule 1, Attachment A for full details):
• Corporate wear – uniforms,
• Casual/field - operational wear,
• Industrial/high visibility/trade wear,
• Personal protective wear (PPW) – body,
• Clinical and non-clinical protective and safety equipment,
• Workplace protective and safety equipment.
Suppliers may:
• nominate for one or more in-scope category (refer to Part B: PSA Details, Schedule 1, Attachment A for full details),
• nominate one or more single item in an in-scope sub-category (refer to Part B: PSA Details, Schedule 1, Attachment A for full details),
• nominate value-added services (refer Part B: PSA Details, Schedule 1, Attachment A for more details).

All Applications must be completed and submitted via the 360 Providers’ Portal.
Application clarifications or questions
All clarifications or questions relating to this ITA Process must be communicated in writing in accordance with the timeframes identified in Part A: ITA, section 1.6, using the ‘Contact Request Manager’ button in the 360 Providers’ Portal (available once registered for this ITA in the 360 Providers’ Portal).
