Barwon Health (BH) is seeking offers for the replacement, configuration and implementation of Picture Archiving and Communications System (PACS).
The BMI HL7 Workflow Diagram provided is an illustration of the current architecture Integrations surrounding the PACS system, including:
- AGFA - RIS
- Soliton - Reporting +
- Syngo.via
- FUJI Orthoview
- Overnight reporting Everlight and I-TeleRAD
Note that future state does not need to exactly replicate this architecture, but components such as digital dictation and reporting modules must be included in the proposed solution.
Data storage is intended to remain on a BH on-prem storage solution, with current volumes and usage of PACS:
- 265.5 TB of storage.
- 2.2 million studies as of 2007- uncompressed to remain on BH on-prem data storage (Isilon)
BH will only consider offers for PACS solutions that:
- have been implemented in a public health service in Victoria in the past 5 years,
- Have DICOM and HL7 Integration in the implementation,
- Have multiple locations across the Health Service for both imaging and reporting,
- That allows Radiologists to securely report from home to the highest diagnostic imaging standards,
- Have implemented across multiple modalities including X-Ray, CT scan, MRI, PET, Mammogram and Ultrasound.
How do I register as a supplier?
Before you can respond to open and upcoming Invitations to Supply (ITS)/tenders you need to register for a HSV website account at:
https://www.healthsharevic.org.au/register/
The website includes details of all current agreements (contracts) and RFXs/Invitations to Supply (tenders). You can mark these pages as 'favourited' in your website account to receive automatic updates directly to your nominated email address. Under ‘My Account Settings’ in your website account you can set the frequency of these updates as either immediate, daily, weekly or monthly – as well as manage which contract pages you have ‘Favourited’ for alerts.
To register you will need an Australia Business Number (ABN), and an email address. Please ensure you register with an email address specific for your organisation only. If you are a small business and do not have a workplace/unique email domain (and use @gmail.com or @hotmail.com for example), please contact HSV via helpdesk@healthsharevic.org.au for more information on registering your business.
Once you have registered via the online form, your account will be reviewed by HSV – and once approved, you will receive an automated welcome email.

How do I respond to a tender?
All of our tenders are published within the HSV Procurement Portal. This is our eTendering software platform where you can view our open tenders, download and view documentation, ask questions to the Category Manager, and respond on behalf of your business.
To register interest or respond to a tender, sign in to the HSV website, then follow the steps below:
• My Dashboard > click on the Procurement Portal within the ‘Quicklinks’ of your account > the Portal will open in a new window
Once you're within the HSV Procurement Portal:
• On the landing page/main dashboard of the HSV Procurement Portal
• Sourcing > RFQs > RFQs open to all suppliers > rfq_1840 - PACS Replacement (Picture Archiving & Communication Systems)
Please note that the Superuser of the HSV Procurement Portal (your organisation's website account) is the only person with automatic read/respond rights to an RFx. If you are not the Superuser, you will need to request the Superuser of your organisation to change your account access rights to allow you to see the open RFx.

Instructions to access the Document
By way of instruction, you can only download the documents on the HSV portal once you have expressed interest in the Published tender.
On HSV portal, if you are registered, under my dashboard is The Procurement Portal (Jaggaer) beneath quick links. Click on this which will open a new window in your browser taking you to the portal.
Your Main Dashboard screen will appear in the new browser. All open tenders are available from the Published RFx & Auctions in the Main Dashboard page.
Choose RFQ or RFI under running and click on the tender you are looking for.
Note you must Express Interest in the tender before you can access the information and documents.
The Express Interest option does not become visible until you select the relevant contract file. It is a blue button in the top right of your screen.
