This specification is intended for the establishment of a Standing Offer Arrangement (SOA) for the supply of Habitat Shelter Systems and components.
The Habitat Shelter Systems have been purchased on an ad-hoc basis by both QFD Urban and Rural operations with their success resulting in the need to expand their capability, thus the requirement to establish a formal purchasing arrangement.
The continued purchase of the Habitat system will enable QFD to expand its geographical footprint for placement of equipment within Queensland, thus enabling a faster response for disaster recovery operations.
Detailed requirements
- The shelter system offered can function as a standalone module or the ability to attach to other modules in such a manner as to form a contiguous whole shelter system, without degrading insulation and weatherproofing performance.
- QFES to open to a variety of sizes for the habitat management and logistics cells and sleeping cells is preferred to sleep a minimum of 5 personnel and a maximum 10 personnel at of 4m2 per person.
- The shelter system offered must pack into containers that can be moved by hand where the needs eventuate.
- The shelter system offered must have spare parts and repair support available for components and modules.
- Shelters must not be totally disabled by minor damage to components such as a small tear in the fabric, minor bends or damage to the internal structure or loss of a tiedown point.
- Shelters must be able to be configured for operations in both extreme heat and extreme cold environments.
- Shelter systems and ancillaries must be comparable with Australian electrical power (240V 50-60 Hz).
- Components making up the shelter system should be able to be supplied individually should replacement parts be required
