Request for Information (RFI) - ICT10518 - Quality Information System (QIS) Renewal Project

The State of Queensland acting through Queensland Health (Customer) is seeking to engage with the market to gather information for a quality management solution to replace its current Quality Information System (QIS2).

QIS2 is a 15-year-old, inhouse custom built quality management solution, which is web-based and supports a variety of capabilities including:

• Document management – centralised storage of standard operating procedures, work instructions, calibration data, quality policies.
• Regulatory compliance – closed loop corrective and preventative action procedures for issue resolution and prevention.
• Training and skill management – tracking staff certifications, training and competencies.
• Notification – to meet accreditation requirements or review timeframes for all of the above.

QIS2 also assists eHealth Queensland (eHQ) to maintain accreditation and certification requirements, which include ISO 9001:2008, ISO:15189, and ISO:17025 Australian Council of Healthcare Standards. The application has also been used to support medical credentialing and privileging requirements within Pathology Queensland.

The Queensland Government’s strategic direction is to position Queensland as a leader in digital government now and in the future. eHQ’s focus for digital innovation is the implementation of digital technologies and supporting services to enable a significantly new or improved service, process or organisational method that provides the creation of new value in the delivery of healthcare.

The Customer has issued this RFI with the objective of:

• gathering information to inform the sourcing approach;
• understanding the options available in the marketplace; and
• comparing different solutions for research purposes to inform a Business Case for a QIS solution within QH.
