Funding is provided to redevelop the Northern Hospital with a new emergency department including a dedicated paediatrics zone, a mental health, alcohol and other drugs hub and additional in-patient beds. Investment will be made in key site infrastructure supporting the expanded hospital including engineering services, improvements to hospital entrances, car parks and nearby roadways and refurbishment of the existing hospital.

This initiative contributes to the delivery of the Government’s election commitment, ‘A Hospital Plan for our growing Northern suburbs’ as published in Labor’s Financial Statement 2022.

This initiative contributes to the Department of Health’s Admitted Services output.

VHBA is seeking expressions of interest from eligible Building Contractors who will engage, manage and coordinate all sub-contractors and sub-consultants (including the State's novated design consultant) as required to complete and deliver the NHRP Stage 2 construction works.

The works will be delivered via Managing Contractor Contract, and include:

• Demolition of existing single storey structures to the north of the existing hospital site,
• Construction of a new Emergency Department with IPU tower above, and
• Refurbishment of areas to complete new connections between the existing hospital and the new ED/IPU.

To be eligible to participate in this EOI, Respondents will need to be able to demonstrate the following mandatory minimum capacity and capability:

      1. Evidence of valid Department of Treasury and Finance Construction Supplier Register registration in the following category and to the following minimum technical and financial attributes:

• “New Commercial Construction” category,
• hospital / health care project type work history, and
• minimum financial pre-qualification value exceeding $450 million.

OR

       2. Equivalent capability and capacity:

• Evidence of high value project experience at or above $450 million,
• Evidence of complex high value Health Care and/or Hospital project experience,
• Victorian Builders Registration, and
• Evidence of commensurate financial standing.

EOI documents will only release to genuine prospective EOI Respondents following the signing of the Deed of Confidentiality.

Following the return of the Deed of Confidentiality, VHBA may request respondents demonstrate it is an active participant in the construction market for projects of similar scale and has bone fides to participate in the EOI process. This may include the provision of promotional information of similar projects completed, evidence of appropriate licencing / registration to undertake works of this scale, and / or otherwise indicate how it intends to satisfy the mandatory minimum pre-qualification requirements.

Respondents are encouraged to return the Deed of Confidentiality as early as possible to ensure access to the EOI documents in a timely manner. VHBA is targeting responding to requests for access to the EOI documents within two business days. Respondents are advised that VHBA will not consider an extension to the EOI closing date in the event of delays associated with the release of EOI documents to individual organisations.
