Rural Water Futures (RWF) has been established to deliver Queensland Government (State) commitments made under the Independent Audit of Queensland’s Non-urban Water Measurement and Compliance, and the Murray Darling Basin Compliance Compact.
The RWF program commenced in 2020 and identified four program stages, each dependent on Australian government (Commonwealth) and state funding to deliver program initiatives.
The Commonwealth provides funding to the states and territories to assist them in meeting their national water resource management obligations. DRDMW (the Customer) has received funding from two Commonwealth funding initiatives to support state commitments made under the Murray- Darling Basin Compliance Compact that are being delivered as part of RWF.
The objective of the RWF program is to strengthen and build water measurement and data collection capacity and improve the availability of water information.
It is the intent of the Customer to implement Stage 3 through a series of Statement of Work utilising the Customer’s Agile Delivery methodology. The Customer will be under no obligation to purchase any minimum quantity of Services from the Supplier or pay any minimum amount to the Supplier under this Contract, other than as specified instatement of Work (if any) signed by the parties.
The priority and focus of Stage 3:
1. Data Platform: Migration of data from the existing WMS system while improving data quality and timeliness.
2. Replacement of Water Management System (WMS): Based on business prioritisation, transition and improve functionality supported by WMS to a new technical platform, including standardising processes and rules and incorporating and automating off system processes. Requirements gathering for prioritised functions, will consider end to end requirements, (i.e., customer self-service, compliance, reporting, performance activities considered within the requirements activities.
3. Future Water Accounting Framework and Policy: Development of the framework and policy to enable change assessment to be completed. Key component to enable water users to self-regulate and to improvement compliance activities.
4. Enhanced Measurement: Complete the implementation of Enhancement Measurement Framework and Policy, including supporting ways of working and supporting IT systems.
5. Compliance: Integrate new Compliance System with WaterIQ (new Water Management Solution) and Data Platform.
The objectives of this stage are:
1. To provide a single customer view of water information, water accounting, and online services.
2. To provide services and information that are accessible at any time, from anywhere, and on any device.
3. To establish essential, uniform business and technical capabilities to empower the agency in leverage these assets for the enhancement of other DRDMW services and products not covered by RWFP.
