The Opportunity
Centennial Park is looking to develop a partnership with a contractor that will work collaboratively with us and our other contractors to enhance the standards, amenity, and reputation of the business.
We are seeking submissions from service providers of the highest calibre to provide for the replacement of our existing concrete beams/footings.
Centennial Park was developed around the concept of lawn and garden cemeteries. Concrete beams help facilitate this and provide the foundation on which most of our memorials (headstones) are placed. Each headstone memorial weighs around 350 kilograms, and beams generally have memorials back-to-back and on each side. Beam lengths can vary from 8 to over 30 metres long and from 300 to 1020mm wide.
In line with its Asset Management Plan 2017-2026, Centennial Park intends to replace 25 of the 1,800 existing beams in the financial year 2024/25, with up to another 125 beams needing to be replaced by the end
of FY2029, due to structural deterioration and soil movement.
This work aims to remove the existing damaged beams and replace them with new engineered footing beams with a design life of up to 100 years.
There are 6 variations in beam design, based on the memorial type as referenced in Appendix B. The two most common beam designs are summarised as follows.
• Design 1 - 300 mm thick, 610mm wide uniform bench slab design with steel reinforcing mesh at the top and bottom. Refer Drawing Number: 33-1776400-S006.
• Design 2 - 300 mm thick, 610mm wide supported by 4.1m deep piers, not further than 4.9m apart.
Various depth piers ranging from 3 to 6 metres in depth depending on soil conditions. Refer Drawing Number: 33-1776400-S002 and note 4.1m piles.
Submitted tenders will be evaluated against a range of criteria as detailed below.
Objectives and Scope of Tender
The objectives of this tender are to:
• Remove and dispose of existing topsoil
• The removal of existing monuments
• All demolition works of existing beams, including disposal
• Preparation and completion of site works and excavations
• Construct new engineered piering works and footing beams
• Reinstatement of monuments that remain in tenure, in accordance with Australian Standards
• Supply and spread new topsoil (nominated by Centennial Park) suitable for the establishment of grass
Works are to be costed on a schedule of rates (Appendix C) based on an all-inclusive fixed cost of dollars per lineal metre of beam, as based on a standard beam length of 18 metres.
The contractor shall clearly identify cost benefits to Centennial Park for larger works where applicable in relation to length of beams and duration of work ie 18 metres, 30 metres, 50 metres.
The scope and location of works will be determined by Centennial Park and shall be awarded on an ongoing basis (non-continuous), as dependent on the condition of existing beams and the ongoing availability of funds.
It is intended that beam replacement works will remain an ongoing yearly program over the life of the contract (up to 5 years).
Care must be taken when demolishing the existing footing beams considering the presence of occupied graves on either side of the footing beams. Any damage to existing burial sites, memorials, exposure of coffins or other unknown objects is to be reported immediately to Centennial Park.
