Tender Description

Primary Health Networks (PHNs) have been established with the key objective of increasing the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure clients receive the right care in the right place at the right time.

Country to Coast Queensland (CCQ) is an independent, not-for-profit organisation and we proudly deliver the Primary Health Network (PHN) programs on behalf of the Commonwealth Department of Health.

In June 2023 Country to Coast Queensland (CCQ) commenced a reform of all Primary Health Network commissioned mental health, alcohol and other drug and suicide prevention services across its region. This is part of an ongoing commitment by CCQ to iteratively develop responsive, consumer focussed health services.

In this Request for Proposal (RFP), CCQ is seeking an experienced evaluator to conduct a comprehensive review of its reform of Mental Health, Alcohol and Other Drugs and Suicide Prevention Services (MHAODSP). The initiative represented a strategic shift in commissioning service delivery across the Central Queensland, Wide Bay, and Sunshine Coast regions, aimed at improving the efficiency, effectiveness, and integration of services to better meet community needs. The reform project has encompassed extensive consultations and a collaborative design process to ensure services are evidence-based and tailored to the unique regional challenges and opportunities.

The purpose of this evaluation is to provide an impartial and thorough assessment of the reform's effectiveness, examining the entire lifecycle from consultation and design to commissioning and service delivery impact. The evaluation will inform CCQ's future initiatives, guiding the ongoing refinement of services to ensure they are innovative, effective, and centered around community needs.
