TBfree is looking for credible Suppliers who have the capability, experience, resources, infrastructure and innovative solutions to deliver the "Services", defined as those associated with TB testing implementation, reporting and monitoring, as required by TBfree in order to deliver the National TB Management Plan.
What we are buying
TBfree is seeking one or more Suppliers to provide Cattle and Deer TB testing services for Contracts commencing 1 March 2025. Activity will include, but may not be limited to:
1. Conducting and scheduling, alongside TBfree, the TB testing for all eligible animals complying with legislative requirements and technical specifications.
1.1. caudal fold tests, comparative cervical tests (rarely required) and blood collection for cattle
1.2. mid cervical test, comparative cervical tests and blood collection for deer
2. Caudal fold tests require injection of tuberculin and then 3 days later the 'read' is required
3. Farms can be located in remote rural locations
4. Testing of infected herds can be more intensive, and require coordination with TBfree staff to achieve best results
5. Blood sample collection require a method of transporting samples to the Lab located in Palmerston North within the specified time (30 hours). A reliable courier service is acceptable.
6. Tagging and valuing test positive cattle and deer
7. Collection of data and entering test results into TBfree systems in a timely manner
8. Confirming, collecting and changing farm, herd and owner information and notifying TBfree of changes
9. Applying movement control ear tags to animals as required and maintaining a tag registry
10. At times, on-farm post mortem of cattle and deer is required. Having that capability and competency to conduct work would be advantageous
11. Providing information, on behalf of TBfree, to cattle and deer farmers and being the 'face of OSPRI' to farmers
12. Supply of all reports and data required by TBfree on time and to the required standard.
13. Maintain equipment required to complete TB testing (appropriate tuberculin injection supplies, protective equipment to avoid common injuries, tuberculin stock, blood tubes, and appropriate storage containers ).
14. Obtaining accreditation from MPI as an organisation to complete TB testing as per the requirements of the Biosecurity Act 1993. Ensuring staff are accredited to complete TB testing, including ensuring sufficient ongoing training occurs to maintain that accreditation.
15. Providing an appropriate Health and safety plan and methodology and ISO accreditation. Communicating farmer related issues with TBfree so that formal notices can be produced
TB testing is currently managed through TBfree systems. Tests are scheduled in the systems, allocated to testing organisations and results are then entered by the testing organisations.
Testing is required nationwide, but there are areas of increased volume and focus in regions with the most risk.
Infrequently, testing volumes can increase in response to disease outbreaks in specific locations. The ability to upscale testing services in different regions for the response to these events is important.
