Tender Description
Tenderers are invited to respond to provision of minor infrastructure provision and services. Minor infrastructure provision and services for the Festival will be a significant element of the event and comprises of the following types of services.
Types of provisions and services
- Supply of minor infrastructure to the Festival, including, but not limited to:
- Instant Marquees
- Clear Span Pavilions
- Stage Roofs (Clear Span Pavilions)
- Chairs
- Trestle Tables
- Bistro Tables
- Picket Fencing
- Ice Tubs
- Umbrellas & weights
- Shade Structures
- Cheval Mirrors
- Flooring (plastic pro floor)
- Clothes Racks
- Fans
- Carpet Tiles
- Flagpoles
- Display Panels
- Stage Decks (2.4m x 1.2m or similar)
- Marquee weights to support third party stall holders with their own marquee
- Supply of all engineering data for wind loadings and measurements on infrastructure including marquees, umbrellas and similar.
- Supply of occupancy permits as required and/or all items required to achieve an occupancy permit on structures over 100sqm (i.e. fire extinguishers, signage, exit and emergency lighting)
- Supply of all trucks, vehicles, couriers and/or freight required for the scheduled bump in and bump out of all infrastructures within the timeframes set.
- A quality assurance system to check and report on the quality of all minor infrastructures the Contractor brings to the Festival site. All minor infrastructure shall be of a type pre- approved by the Festival Production Manager, shall be clean and shall be installed to a very high standard.
- A detailed schedule has been created based on previous experience and infrastructure used on this event which shall be used as a guide to the requirements for the next Festival, attached as the cost schedule for this tender.
Minor Infrastructure Management
- Provide a minor infrastructure management plan for the event, including supply of a Project
- Manager who will remain available and communicable on both mobile phone and Festival supplied two-way radio through the entirety of bump in, during the event and bump out. Provision of a management structure for the event.
- Provision of senior management staff to attend all planning and safety meetings as required. Instant reporting and logging of all incidents on site.
- Auditable and detailed reporting on staffing and operational success.
- The Contractor must work closely with numerous stakeholders, including but not limited to Festival management, site managers, festival staging contractors, lighting and audio contractors, Council representatives, Victoria Police, Festival security contractor, transport agencies, other Festival contractors and other emergency service organisations.
Contractors must include costs for any tools or equipment required, including plant not supplied by the Council and PPE for staff.
Plant such as an all-terrain 2.5T forklift will be available for use on site under a share arrangement with other contractors and the Festival. The Council will supply an accredited driver be this a dedicated driver or an appropriate site manager-contractors will typically not be able to operate this Festival supplied plant. The Contractor must ensure that staff supplied are qualified to use any plant, equipment or communications gear supplied or brought onto the site by the Contractor. Any and all personnel supplied as 'qualified' to utilise Festival supplied or Contractor supplied plant, equipment or communications gear, or similar, shall present any appropriate qualifications upon request and shall comply with any qualification requirements and restrictions, and any and all licensing requirements (statutory or otherwise) of the federal government, state government or any interested party including the Council.

Council reserves the right not to accept the lowest or any tender, or part thereof. Tenders received after the closing time or by hardcopy, email or facsimile will not be considered.
