The Minister for Economic Development Queensland (EDQ) has a requirement to construct Clinton Industrial Estate Gladstone - Red Rover - Stage 1 and 2 - Construction (the Project) to a 29-lot industrial subdivision to support the emerging renewable industries in the central Queensland region. The construction is estimated to be completed in the period 2025-2026.

The Minister for Economic Development Queensland (MEDQ) owns approximately 100 hectares of undeveloped freehold land in the Clinton Industrial Estate, Gladstone, which has reached its final stage of development.

The Red Rover Precinct (the Project) is comprised of 5 phases in total, with the first two phases proposed as part of this SPP. Surrounding land uses include industrial use to the east and north, and a residential catchment to the south. Gladstone Airport and Callemondah Rail yard are also located to the east.

EDQ is tasked with project planning and land development responsibilities for the Project, encompassing design, development, and future delivery of an industrial estate. The Project will conclude with a sales process that will facilitate long term private sector land ownership, which will drive industrial development activity
