Project goals
Council is seeking a website based and app program that would generate rewards to encourage and recognise residents who recycle in both the yellow and green lidded bins. This program will need to build on the current program of 22,000 households.
The program will need to interact with local businesses to provide rewards to the community.
Scope
The Resource Recovery Incentive Scheme should meet the following requirements:
· Provide a communication plan.
· Provide a transition plan from the current program.
· Provide a new service commencement communications plan.
· Ability to update addresses as new suburbs are completed.
· A reporting system provided quarterly in line with Council reporting timeframes.
· A content management system to update events, items and other content.
· Provide a help desk for IT issues and updates from customers.
The program will need to work with Council’s brand and style guides.

Additional details/instructions
New service in June 2025
Blacktown City Council will be introducing a food organics and garden organic service in August 2025. The new food and garden waste bin will be introduced to all single unit dwellings and eligible multi-unit dwellings. We expect to extend the service to include all multi-unit dwellings after 2027.
All the programs and apps will need to be able to be updated to accommodate the new service.
