Tender Description

Queensland Government Procurement, General Goods and Service, within the Department of Energy and Climate invites suppliers to submit offers for the whole-of-Government Standing Offer Arrangement GGS0090-24 for the provision of independent brokerage services for aerial transportation and aerial works services, using fixed and rotary wing Aircrafts.

The purpose of this Invitation is to seek Offers from Suppliers who possess the capabilities, capacity and experience to provide the Services as described in this ITO to Eligible Customers throughout the State of Queensland. At the conclusion of this ITO process, it is anticipated that a whole-of-Government Standing Offer Arrangement (SOA) for the provision of independent brokerage services for aerial transportation and aerial works services will be established with one, or more Suppliers providing the brokering of Aerial Services to Eligible Customers under this Arrangement.

It is important that the Supplier understands the broader aspects of the Eligible Customer’s business. It is expected that the Supplier(s) will act as an independent Aerial Services Broker (ASB), who does not own or operate Aircrafts but facilitates Aerial Services between Eligible Customers and Aerial Operators including the provision of expert advisory services on the terms set out in the SOA requirements,

The Supplier will be required to provide Services, which will include brokering Aerial Services as required by the Queensland Government and its applicable Eligible Customers. The Aerial Services will include, but are not limited to:

Passenger Transfer, Aerial Survey and Imagery, Aerial Sling Work, Aerial Spraying, Magistrate Hearings, Aerial Incendiary, Fire Management, Aerial Feral Animal Control, Aerial Baiting, Aerial Work, Fly In/Fly Out, Disaster Response Operations, Doctor's Clinics Patient Transfer Organ Retrieval, Prisoner Transfer, Disease Response and Specialised Freight Transportation.

The Supplier must be well informed on market conditions and understand and accurately interpret regulatory requirements and relevant aviation legislation and policies, providing expert advice to Eligible Customers. It is also important that the Supplier has well developed client management and communication processes.
