Tender Description


Education Malaysia Australia, Consulate of Malaysia Sydney, is seeking to appoint a qualified and experienced project consultant to prepare a comprehensive and detailed report for the planned repair and renovation of Dewan Malaysia Perth, located at 268 Newcastle St, Perth, WA 6000, Australia. The Malaysia Hall Perth building is categorized as a Heritage Category B building, registered under the Heritage Council, Government of Western Australia. This heritage status requires that all repairs and renovations adhere to strict guidelines to preserve the building's historical and architectural significance.

2. Scope of Work:

The appointed consultant will be responsible for the following tasks:

a) Prepare Detailed Measured Drawings of the Building

Create accurate and detailed measured drawings of the entire building, including all floors, structural elements, and significant architectural features.

b) Conduct a Structural Assessment or Building Condition Assessment Report

Perform a thorough structural assessment of the building to identify any existing damage, structural weaknesses, and potential safety concerns. Provide a detailed report outlining the condition of the building.

c) Inventory of Assets and Infrastructure

Compile a comprehensive inventory of all assets within the building, including electrical, plumbing, HVAC systems, and other critical infrastructure components. Identify any outdated or malfunctioning systems.

d) Define the Scope of Repairs

Based on the assessment, determine the necessary repairs and renovations required. Prioritize tasks based on urgency and importance.

e) Estimate the Budget

Provide a detailed budget estimate for the required repairs and renovations, including materials, labor, and contingency costs.

f) Develop a Detailed Repair Plan

Create a phased repair plan with specific timelines for each project stage, considering factors such as contractor availability, material lead times, and weather conditions.


3. Eligibility Criteria:

a) Demonstrated experience in similar building assessment and repair projects, especially in heritage-listed buildings.

b) Proven track record of delivering comprehensive reports and repair plans.

c) Licensed and accredited professionals in structural engineering, architecture, or related fields.

d) Knowledge of Australian building codes and regulations, including heritage preservation requirements.


4. Submission Guidelines:

Interested consultants are invited to submit their proposals, which should include:

a) A detailed methodology for how the tasks will be carried out.

b) The timeline for the completion of each task.

c) A profile of the consulting team, including qualifications and relevant experience.

d) A cost proposal broken down by task.

e) References from previous clients for similar projects, particularly those involving heritage buildings.
