The Department for Child Protection (DCP) has responsibility to provide services for children and young people who are at risk of neglect or harm, and have been removed from their family home. This is a statutory requirement under the Children and Young People (Safety) Act 2017, and the Family and Community Services Act 1972, to promote individual, family and community welfare.

Family Based Care (FBC) is an out of home care service where foster carers, family, or kinship members are engaged to care for children and young people under guardianship of DCP. FBC is a preferred option for care of children and young people and is a core service provided by not-for-profit (NFP) organisations, and managed by DCP. Services are categorised into either General FBC, or Specialised FBC (including disability specific care).

DCP currently has multiple contracts with NFP providers for FBC services, with a maximum expiry date of 30 June 2032.

As demand for FBC services is ongoing and increasing, this invitation to supply seeks additional not-for-profit (NFP) providers to increase overall FBC placement capacity.

 As a large proportion of services will be delivered to Aboriginal and Torres Strait Islander children and young people, services must be culturally safe and responsive.
