Tender Description

The Government of South Australia has committed $593 million to the Hydrogen Jobs Plan which will build a world leading hydrogen power station, hydrogen production and storage facility near Whyalla.

A consortium made up of ATCO Australia and BOC (ABC) has been engaged by the Government of South Australia to provide Early Contractor Involvement (ECI) Services to deliver the hydrogen facility at Whyalla.

The Office of Hydrogen Power South Australia (OHPSA) is seeking proposals to secure quality accommodation to house the Hydrogen Jobs Plan (HJP) Project workforce during its construction phase.

The tender documentation and procurement process seeks to meet the following objectives:

  • Enable the private sector’s delivery of new accommodation supply in Whyalla for the Hydrogen Jobs Project (HJP).
  • Seek the private sector’s delivery of accommodation that can attract a workforce to deliver the HJP and suitable for future industry development, rotational workforce and tourism (semi-permanent) accommodation in Whyalla by 2025.
  • Delivery of accommodation in proximity to Whyalla’s existing retail and hospitality businesses to maximise the potential for economic benefit sharing with the community of Whyalla.
  • Leave an ongoing accommodation legacy (increased supply and amenity) based on the State’s investment in the HJP for Whyalla.a
  • Deliver an appropriate accommodation solution to meet any gaps in the accommodation availability.

There are three (3) distinct categories within this procurement, there is no requirement or expectation that you will be able to provide more than one category. Tenders for a single category are the general expectation.

If you are applying for more than one of these categories, then you will be required to complete the response documents for each category separately, and any provided attachments should be submitted within each response.

This is important as the categories will be evaluated separately and documents that you have attached for one category only, that you might wish considered for others might be missed by Evaluation Team, and therefore the responsibility rests on you for making sure they are attached to each category you wish to apply for.

Category 1: Temporary Accommodation Village

Stand-alone Temporary Village Accommodation on Crown Land, which will be removed upon the completion of HJP accommodation requirements.

Category 2: Short Stay Accommodation

(a) Existing Short-stay Accommodation available within Whyalla

(b) New Development of Short-stay Accommodation facilities in Whyalla that meet the standards required for the HJP and are suitable for ongoing use once the project is completed or temporary solutions outside of the planned temporary accommodation village.

Category 3: Accommodation Services

Accommodation Services (catering, laundry, cleaning, security etc) for the temporary village, with the possibility of extending services to offsite short-stay accommodation.

A briefing session will be held at Vicki Ledo Projector Room - Whyalla Library, 19 Ekblom St, Whyalla Norrie, Whyalla, SA, Australia, 5608 on 2:00 pm 9 September 2024.
