Tender Description

In response to Recommendation 10 of A Call for Change: Commission of Inquiry into Queensland Police Service Responses to domestic and family violence report (QPS COI), the Queensland Government has committed to strengthening integrated approaches to domestic and family violence (DFV) by embedding DFV specialist practitioners in police stations across Queensland.

The Department of Justice and Attorney-General (the department) in partnership with the Queensland Police Service (QPS) is leading the development, implementation and evaluation of an embedded DFV specialist practitioner model (the model). DFV specialist service providers (Providers) will be engaged to deliver the model in a number of police stations within Queensland.

The Providers will be responsible for delivering a range of activities aimed at improving the safety of victim-survivors and promoting holding persons using violence to account. The model will also improve service system integration between Providers and the Queensland Police Service (QPS).

This is the third stage of a multi-staged procurement approach. Stages one and two of the rollouts resulted in 34 DFV specialist practitioners being engaged to deliver the model in 34 police stations.

For the purpose of this ITO, the third stage of the phased rollout is aiming to engage 12 DFV specialist practitioners to deliver the model in 12 police stations, bringing the total to 46 DFV specialist practitioners.

Please note that it is a mandatory criterion that the supplier be a current DJAG-funded DFV specialist service provider.

“Please note that during this tender and tender response evaluation period, Queensland Government will be in Caretaker Mode and relevant conventions apply. We draw your attention to Clause 21 of the General Conditions of Contract – Termination for convenience. In the event of an incoming government (either existing or new) not wishing to proceed with this project, we reserve the right to invoke this Clause. Please note that the Caretaker period ends when the incoming government is sworn in”
