Council (the Principal) is seeking Quotations from appropriately qualified and experienced Contractors to reline 95m of wastewater mains in Sunninghill Avenue in Burradoo, NSW.
Project goals
Council (the Principal) is seeking Quotations from appropriately qualified and experienced Contractors to reline 95m of wastewater mains in Sunninghill Avenue in Burradoo, NSW using cured-in-place-pipe (CIPP) trenchless rehabilitation technology as well as the renewal of one (1) junction and sideline.
A more detailed brief of the extent of services required by Council is set out in Volume 1 - Specification which is included as part of the Request for Quotation documentation.
In accordance with Council Policy and Guidelines, Council invites quotations in accordance with this Invitation and the following accompanying documents:

The sewer main relining project includes all of the items listed as well as any tasks that are required to complete the work but which are not explicitly mentioned in the following scope of work sections. The listed scope is not necessarily in chronological order
S242 – Sunninghill Avenue – Wastewater Main Relining
Section Scope of Work:
• Prepare Milestone 1 Paperwork (Preliminaries)
o Work Plan including the following (to be kept on site at all times)
▪ Goals & objectives
▪ Responsibilities of team members
▪ Project timelines
▪ Emergency procedures
o Quality Management Plan and Inspection and Test Plans (ITPs)
o WH&S Management Plan
o Construction Environmental Management Plan
o Dilapidation Report
o Traffic Management Plan and Traffic Control Plan
o Temporary services (if required)
• Project description
o Reline the section of sewer mains identified as S242 in Appendix A.
o See Aerial Views (Appendix A) showing details of the section of mains requiring relining and location information.
o Reinstatement of the work site (including any laydown & stockpile area) to asfound condition.
• Schedule
o The Contractor is to prepare an MS Project Gantt Chart schedule showing the stages and implementation timeframe of the project.
o Works are to be completed by 31 March 2025.
• CCTV
o A condition assessment by CCTV is to be performed on all sections to be relined before the work commences. The mains should be cleaned prior to CCTV.
o A further CCTV inspection is to be performed of all completed works.
o Video data can be shared to the Council Project Manager via SharePoint or similar.
• Existing Pipe
o 150mm vitrified clay pipe
• Renewal Method
o CIPP UV-cured fibreglass relining (GRP) or a similar product as approved by the Council Project Manager – include information and justification of any proposed alternative in the Methodology section of Volume 2 - Response Schedules
o Junctions and sidelines are to be renewed using polyester felt epoxy liners, or similar as approved by the Council Project Manager.

Volume 1 – Specification: RFQ Q-2024-47 Wastewater Main Relining – Sunninghill Avenue, Burradoo
o To be renewed as per Gravity Sewerage Code of Australia WSA02-2014 Third Edition Version 3.1 (WSAA).
o There is only one (1) service anticipated in this section of the main, however, if any existing functional junctions are discovered, they are to be renewed by relining using a felt/epoxy liner up to the property boundary shaft. The cost for this will be managed as a quoted variation on the Contract.
o The Contractor is to confirm the number and location of all junctions by CCTV prior to commencing works.
• The Contractor is to verify and report inconsistencies with the scope if discovered.
• Work-as-executed survey records: the Contractor is to keep a record as work proceeds, including drawings showing the "as found" locations of building elements, plumbing lines, electrical cables, plant and equipment. Submit drawings in A3 sheet size and format as PDF files, along with the native CAD .dwg format electronic versions.

Council’s preference is the use of Trimble GPS (or similar) to locate the Eastings and Northings as per the spreadsheet for high accuracy of data.
• Acceptance Testing
o Post-construction CCTV will be used to verify the quality of the work.
