Tender Description

The Office of the Commonwealth Ombudsman (the Ombudsman) requires the services of a suitably qualified and experienced supplier to deliver support, maintenance, hosting and other related services for the consumer website Privatehealth.gov.au.

The purpose of the website is to provide a resource for the general public to:

  1. View Private Health Insurer information and performance statistics
  2. View Private Health Information Statements (PHISs) for each available private health insurance policy in Australia, in both HTML and PDF format – currently the website has a database of over 100,000 policies
  3. Compare PHISs and provider arrangements using a Compare Policies feature or a Policies search for each Health Insurer
  4. Calculate an individual’s Lifetime Health Cover Loading
  5. Search for private hospitals that have agreements with each insurer
  6. Contact the Ombudsman for further assistance using an online enquiry form
  7. Check whether a particular policy covers a specific Medicare Benefits Schedule (MBS) item number, and
  8. Access other information about private health insurance in Australia.

The provider must:

  1. Provide frontline and technical support to health insurers who are required to maintain accurate policy information on the website at all times
  2. Manage stakeholder relationships across the industry including frequently liaising with Private Health Insurers, the Department of Health & Aged Care, and Third Party representatives at a senior level.
  3. Provide feedback to the Ombudsman about issues and trends in the industry and potential website improvements.
  4. Upload PHIS and Agreement Hospital data monthly to data.gov.au
  5. Keep the website up to date in line with legislative requirements including updating the Clinical Categories in line with Department of Health & Aged Care and maintaining an up-to-date Agreement Hospitals list
  6. Effectively plan for the changes that come from legislative, regulatory and industry changes
  7. Provide client survey functionality to measure user satisfaction and provide feedback.
  8. Provide a website that meets the cyber security requirements stipulated by the buyer. This includes meeting the requirements set out in the Australian Information Security Manual and Protective Security Policy Framework

The seller agrees that the deliverables may be used by the buyer to provide shared services to other Commonwealth agencies.
