Point Cook Southwest School Enabling Works – Civil Construction Head Contractor

Development Victoria will seek responses to a Request for Proposal (RFP) to engage a suitably experienced Civil Construction head contractor for works associated with the Point Cook Southwest School (PCSW) Enabling Works Project.

The PCSW Enabling Works project covers the associated works for the delivery of a serviced site to allow the Victorian School Board Authority (VSBA) to undertake school building works with a school opening date of Term 1 January 2026.

Project Scope

The project scope includes the associated works for delivering the required infrastructure, earthworks and servicing for the delivery of the serviced site as broadly listed below:

1. Bulk earthworks
2. Creation of road reserves and signalised 4-way intersection
3. Services infrastructure (sewer, water, recycled water, stormwater, NBN and electrical services)
4. Melbourne Water Retention Basin

Procurment Model

The procurement will be conducted as a single-phase selective tender, with participants selected through the Victorian Government Construction Supplier Register (CSR).

Bidders will be required to demonstrate capability in managing projects of a similar nature in the order of $40 million.

The Contractor will be engaged to deliver the works under Development Victoria’s standard Construct-Only Agreement which is a modified AS2124 Contract.

This tender is subject to the Ministerial Directions for Public Construction Procurement in Victoria, Local Jobs First policy as a Standard Project (including Major Projects Skills Guarantee), the Fair Jobs Code, the Social Procurement Framework and the Building Equality Policy.

The RFP is expected to be released as follows:

RFP Release -  Late September to mid-October 2024

RFP Period - 3 weeks

Commencement of Contract -  As early as late November 2024 and no later than January 2025 with a staged handover sequence in 2025 through to contract completion in Q2 2026
