Tender Description
The awarded contractor will provide the following service for the Shire of Derby/West Kimberley:
1. Site Assessment and Planning
Conduct a detailed site assessment to understand the layout and condition of the camp and infrastructure
Develop a comprehensive demobilisation plan including timelines, safety protocols and resource allocation
2. Disconnection of Services
Safely disconnect all power supply systems, including generators, power lines and electrical panels
i. NOTE: The Shire of Derby/West Kimberley require power services connected to mains power capped for future use
Disconnect and secure all water supply systems, including tanks, pipelines and pumps
ii. NOTE: The Shire of Derby/West Kimberley require water services connected to main lines capped for future use
Ensure all utility disconnections comply with relevant regulations and standards
3. Securing the Mobile Camp for Transportation
Ensure all mobile units on trailers are properly secured
Inspect and reinforce trailer connections, ensuring they are roadworthy and safe for transport
Secure all internal and external fittings of the mobile units to prevent damage during transit
Conduct a final inspection to verify all components of the Fitzroy Crossing Service Workers Camp are securely attached and ready for transport
4. Salvaging Perimeter Fencing with the Exception of the Fencing Posts
Carefully dismantle the perimeter fencing, ensuring that the panels are removed without damage
Securely pack and transport the fencing panels to the Shire of West / Kimberley depot yard located at 1 Millard Street, Derby WA 6728
Fencing posts to be removed at the base inclusive of any concrete with then remediation to site. Fence posts to be treated as waste material outlined in part 7 for this scope of works
5. Lighting Installed at Site
3 x lighting infrastructure located at site as depicted in Appendix 2 is to remain in place and does not form part of this scope of works
6. Transportation Logistics
Complete transportation of the Fitzroy Crossing Service Workers Camp from Lot 101 Fallon Road, Fitzroy Crossing WA 6765 to a location defined as Perth metropolitan
i. NOTE: DFES to provide specific location in the Perth metropolitan area on the award of this Tender
Complete a detailed handover with DFES representatives at the specified destination of the camp on arrival in Perth
Ensure all transportation activities comply with local and state regulations
Provide detailed transportation schedules and contingency plans for potential delays or challenges
7. Site Clean-Up
Removal of all foundations located at the site including but not limited to concrete slabs, footings, piers and any other structural elements embedded in the ground
Remove all debris, waste materials and remnants of the Fitzroy Crossing Service Workers Camp situated at Lot 101 Fallon Road, Fitzroy Crossing WA 6765
Ensure proper disposal or recycling of materials in accordance with environmental regulations
i. NOTE: All disposal of debris including recycling materials to be disposed of at the Derby Waste Management Facility located at Lot 909 Millard Way, Derby WA 6728
8. Soil and Vegetation Restoration
Assess the soil condition and undertake necessary soil remediation activities (e.g decompaction, nutrient replenishment)
9. Inspection and Certification
Conduct a thorough inspection of the remediated site to ensure compliance with project requirements
Obtain necessary certifications or approvals from relevant authorities confirming the completion of site remediation
10. Health, Safety and Environmental Management
Develop and implement a Health, Safety and Environmental (HSE) management plan
Ensure all personnel are trained and equipped to follow HSE protocols
Monitor and report on HSE performance throughout the project
11. Documentation and Reporting
All documentation, inclusive of Tender submission, quotes, invoicing, and reporting to include the reference 'AGRN1044 Ex-Tropical Cyclone Ellie and Associated Flooding'
Maintain detailed records of all demobilization and remediation activities
Provide regular progress reports to the Shire of Derby/West Kimberley's project officer
Submit a comprehensive final report upon completion of the project, including photographic evidence (timestamped) of the camp pre and post transportation and relevant certifications
