Bunbury Harvey Regional Council (BHRC) is proposing to construct and operate a new enclosed (tunnel) organics processing facility within the Stanley Road Waste Management Facility premises boundary (herein referred to as the 'Premise').
The facility will be developed in two stages, with the first stage (Stage 1 - the subject of this Tender) being the construction of a waste receival and pre-treatment and waste transfer building, biofilter and associated infrastructure (roads, power, parking, waste receival and pre-treatment building, office and staff amenities). The future Stage 2 development will be to construct the remainder of the associated infrastructure to enable on-site composting of the pre-treated organic material.
Ultimately, the completed facility will be able to process 35,000 tonnes of organic material annually, with the potential to expand the facility capacity to 50,000 tonnes per annum. The Stage 1 infrastructure will be developed to handle up to the maximum of 50,000 tonnes of material annually.
The facility construction and operation are required to comply with the Works Approval and Development Approval conditions obtained by BHRC.
The Contract basis is Design & Construct (D&C) - the successful Tenderer will be required to design, construct and commission the Stage 1 facility as well as provide training to the Principal's personnel to be able to operate and maintain the biofilter component of the Stage 1 facility.
The site for the Stage 1 facility will be provided by the Principal in its current state. Ownership of the constructed facility shall reside with the Principal. The Principal shall own, operate and maintain the facility.
