Council is inviting tenders from suitably qualified and experienced service providers to enter into a contract for the provision of Demolition & Construction Works in relation to the City Kindergarten Entrance.

Reform over the past 10-15 years has increased the number of hours kindergartens operate. This has led to Warrnambool City Council’s City Kindergarten building no longer being fit for purpose. Additionally, with the rollout of funded 3 year old kindergarten in 2022 and the State Governments recent announcement regarding Pre-Prep (4 year old Kindergarten) hours doubling from 2026, further highlighting the challenges faced around the current design and functionality of this service.

We estimate that through this infrastructure project we will increase our licensed capacity and be able to offer additional kindergarten places.

The Early Years Management team have been working closely with key Council stakeholders on infrastructure planning over the past two years. Design plans for this project were prepared by Baudinette & Associates, in preparation for an external funding application. Council was successful in receiving external funding through the 2022 VSBA Building Blocks Improvement Stream for Early Learning Facility upgrade. This funding and associated project will enable Council to build beyond the existing footprint, providing an entrance directly to the kindergarten, separate from the Maternal Child Health Services entry.

The project involves the renovation and adjustments of what was an old toilet block and the Maternal Child Health Nurse (MCHN) suite on the western and northern point of the Children Services Building at Swan Reserve.

The scope of this project generally includes:

1. Development of Management Plans and obtain a Building Permit for the proposed works;
2. Demolition works associated with plans prepared;
3. Removal of asbestos eaves as required
4. Site works associated with new works;
5. Construction of new waiting room area for MCHN;
6. Construction of entry way and foyer to kinder;
7. Construction of new accessible ramp and stairs;
8. Construction of additional store room;
9. Any other works associated with the project tender.
