Procurement Outcome

The Department is seeking to engage a professional services partner to work on the delivery of the service design component of the New Vehicle Efficiency Standard (NVES) program. More information about the NVES program can be found here.

Articulating service design will involve user (Stakeholder) research to be conducted by taking user & legislative requirements into consideration and designing the service(s) for NVES implementation in an ideation phase. Finally, a service prototype(s) will be developed and delivered to the department.

Underpinned by a service design approach, the work includes:

Current State Discovery:

This involves conducting meaningful research on the users and stakeholders impacted by the NVES program. The target of this phase is to identify user needs and requirements within the realm of NVES program; its implementation & operations including associated legislation, policy, systems, processes and technology.

Target State Ideation:

The aim of this phase is to ideate and design the service(s) to be delivered for NVES. Following components of NVES legislation requirements will need to be kept in consideration while designing services:

  • Data needs from legislative perspective
  • Ascertaining calculations and analysis needed for program implementation and better sharing and management of data
  • Issuance of NVES units and penalties to vehicle suppliers
  • Identifying interface touchpoints between department’s systems, Clean Energy Regulator and Trovio (Interfaces like APIs required)
  • Designing NVES units exchange mechanism platform (Service) between the parties (Regulated entities) including the interface required for regulated entities to login, view, manage and trade NVES units.
  • Identifying data exchange mechanisms between systems.
  • Identify regulatory interface (e.g., Website) needs and requirements.
  • Support various automated and ad hoc reporting needs of regulator, NVES program and department.

Service Prototype:

The service prototype has the objective of replicating, the final end to end service design experience of interacting and delivery of NVES program. This includes analysis and validation of all design choices.
