Tender Description

Fire Rescue Victoria (FRV) is a modern fire and rescue service that meets the needs of twenty-first century Victoria. The new organisation was established on 1 July 2020 as part of Victoria’s Fire Services Reforms.

Becoming a professional firefighter in Victoria is a popular career option and each recruitment campaign attracts thousands of applicants. FRV is seeking submissions from suitably qualified Vendors for the development and delivery of a Written Selection Test (WST) and Personality Profile (PP) Instrument that reflects the skills and aptitude associated with the role of a professional firefighter. This forms part of the recruit selection process for candidates applying to become professional firefighters.

A key consideration in contemporising the recruitment process is to ensure that the recruit selection process is fair and equitable for all candidates including women and those from diverse backgrounds. Diverse backgrounds and life experiences include gender/ gender identification, ethnicity, religion, language, sexual orientation, economic status, family status, marital status, education, work experience and age.

The first stage of the application process to become a professional firefighter with FRV, is to sit a Written Selection Test (WST). The WST is used by a number of Fire Services for the cognitive component of their selection process. The WST is used to provide comparative information on candidate’s aptitude across a number of generic abilities. The WST is also used to ensure candidates who progress have an aptitude level appropriate to be able to undertake the required recruit firefighter training and perform the role of a professional firefighter. Applicants pay a fee to the supplier to undertake the test.

Presently there are four components of the WST:

  1. Verbal Reasoning
  2. Numerical Calculations
  3. Abstract Reasoning
  4. Mechanical Comprehension.

The test does not need to use the same components as the current WST, however, must align with the requirements of the firefighter position description

The Personality Profile (PP) is conducted as part of the recruitment process to become a professional firefighter with FRV. The PP is conducted prior to the Selection Interview stage to provide an insight into:

  • an individual's psychological characteristics,
  • behavioural tendencies and emotional attributes

and is an assessment used by a number of Fire Services to assess candidates' ability to cope with the demands, pressure and psychological challenges of the firefighter role.

The Contract being offered is for a three (3) year period with two (2) 12-month options, subject to performance levels being achieved and maintained.
