Suitably endorsed EOI marked “CT2025-033 Housing Innovation Project” are invited and will be received by the undersigned until 3pm Friday 18 October 2025.

Council is seeking a Developer/Builder Partner to work with Council to develop a new housing product aimed at cost effectiveness and a different expectation about what a home might include.

Wagga Wagga City Council (Council) is investing in a range of initiatives, to boost housing supply and choice – particularly in relation to providing an entry point to home ownership.

This Expression of Interest (EOI) seeks responses from developers/builders who are interested in working in partnership with Council to develop a policy, design concepts and a delivery plan to provide a quality, innovative and affordable house and land package which is more attainable.

The project aims to modify the planning controls to facilitate a new design approach which will offer well appointed, quality homes at a price which is at entry level for home buyers. The concept will be achieved through a combination of planning policy reform and innovative construction design and delivery.
