Task Requirement

The high-level requirements for a prototype digital dashboard are:

• Develop measurement profiles consisting of baselines and targets for identified performance measures. This part would include, but not be limited to, designing tiles for visualising strategic objectives and related performance measures, setting benchmarks/targets for performance measures, and identifying and accessing data from internal and external (to Defence) sources:
• Examples of internal data sources include Defence management information systems, DSTG Project Server based information system (APOLLO) for the IS&T portfolio, the Defence Research Register, partnerships data in DSTG, workforce data from Defence People Group, and data on projects in the Integrated Investment Program (IIP) from the One Defence Capability System.
• Examples of external data include bibliometric data (including socio-economic objectives of research) from the Australian Research Council, higher education statistics from the Department of Education, Science, research and innovation budget tables from the Department of Industry, Science and Resources, and industry/company data from industry associations/peak bodies, and the Australian Bureau of Statistics.
• Build a prototype system using existing platforms on the Protected Research Network. This requirement would include, but would not be limited to, acquiring, processing, analysing and visualising available data for performance measures using the available suite of applications. During this prototype development, it will also be necessary to routinely seek executive feedback, iterate and refine the solution.
• Provide options for suitable ICT platforms that could host the Defence IS&T dashboard on the Defence Secret Environment. This would include, but not be limited to, exploring and recommending suitable ICT platforms and applications, eg. PowerBI, Tableau. Consider options for future enhancements such as enhanced data gathering, eg. Extract Transform Load, modelling and analytic tools including generative Artificial Intelligence/Machine Learning.

Build Team consisting of 1 x Project manager, 1 x Solution Architect, 1 x Business Analyst (Technical) and 1 x Business Analyst/Data Scientist (Functional)
