The Northern Australia People Capacity and Response Network (NAPCaRN) has been developed and funded by the Northern Australia Biosecurity Strategy (NABS) to build critical capacity across government, industry and indigenous stakeholders in northern Australia. Over 12 months, the network has improved biosecurity leadership and mentoring in the north, enhanced partnerships with industry and First Nations people and developed a recruitment pipeline for northern biosecurity agencies.
Based in the NT, the NAPCaRN Director works closely with QLD and WA to deliver the program of work, which has uplifted biosecurity capacity and capability in the north when exotic pests and diseases (including Avian Influenza, Foot and Mouth Disease, exotic fruit flies and citrus canker) have a higher risk of incursion into northern Australia due to factors such as climate change, Illegal Foreign Fishing Vessel landings and geopolitical shifts in regionally (Timor Leste, Papua New Guinea and Indonesia) are facilitating greater movement of these threats into, within and from these locations.
A new contract for a further 24 months will ensure legacy outcomes from the program through the continuation and expansion of established initiatives and through enhancements to address emerging threats and gaps. The result will be a significant uplift of capacity and capability across the north, and enhanced biosecurity outcomes for farmers and agricultural industries as well as on country employment outcomes for First Nations People.
