Requirement

The Principal seeks to establish a minor building works panel arrangement comprising of three (3) pre-qualified service providers who are well experienced, qualified with the organisational capacity to undertake a range of planned and reactive building maintenance services including minor building works for the City of South Perth.

The successful Tenderers will have an efficient communication system which supports the timely and efficient deployment of staff to urgent and non-urgent City requirements.

Goals of the Panel Arrangement

The Panel will provide the City with significant value for money outcomes which incorporate competitive fees, appropriate response times, and efficient project management and business processes to manage planned maintenance, reactive works, 24/7 emergency repairs, renewals and facility upgrades when requested by the Principal.

Note, Potential Tenderers should carefully consider their current and future resourcing commitments and any impact this Tender requirement would place on their financial viability before tendering.

The City makes no guarantee of any quantity or volume of work or spend under the proposed contract.

It is expected that the Panel arrangement will commence on 1 March 2025.

The term of the Panel arrangement shall be for three years and includes one option to extend the contract for a further 24 months exercisable at the sole discretion of the City.

The allocation of work will be in accordance with the process stated in the Buying Rules.

The City

The City of South Perth is a medium sized metropolitan local government authority in the inner southern suburbs of the Western Australian capital city of Perth. Situated across the Swan River about 4 kilometres south of Perth CBD, the City is nearly 20 square kilometres and covers the suburbs of South Perth, Kensington, Como, Manning, Karawara, Waterford and Salter Point. The district is primarily residential, however important local industries include professional offices, educational institutions, tourism and golf courses.

The City has a wide variety of assets, including; public sporting change rooms, public ablutions and commercial spaces. The City also manages Heritage sites, including; Old Mill, Old Mill Theatre, Heritage House and Hazel McDougall House.

The City of South Perth manages its built assets through the Infrastructure Services (Directorate), Waste, Fleet & Facilities Program, Facilities Sub-program.

Within the City's current portfolio of approx. 113 existing buildings, the Facilities sub-program is responsible for developing and overseeing both planned & reactive maintenance and the delivery of the City's Capital Works, namely, renewals, upgrades, and / or new buildings, on an annual basis.

Capital Works are identified and prioritised through Long Term Financial Planning framework and strategic asset management.

The City is guided by its Sustainability Strategy, policy, systems and practices, which commit to identifying and minimising harmful sustainability impacts of the City's operations.

The Organisation

The City's Civic Centre is located on the corner of Sandgate Street and South Terrace, South Perth. The City also operates from other locations including its Operations Centre at 199 Thelma Street, Como.

The organisation has the responsibility for the good government of the City of South Perth. The City must perform its functions in accordance with the Local Government Act WA 1995. The City also has statutory obligations under a wide range of state and federal legislation.
