The City of Sydney or the City invites Requests for Tender for the carrying out of Debt Recovery Services of its Rates and Charges, some Sundry Debtor and Environmental Upgrade Charges in accordance with this request.

City of Sydney has more than 125,000 rateable properties, with assessments totaling over $426M per annum in rates and charges. The number of accounts referred during 2023/24 was:

Part A Rates & Charges and Sundry Debts:

First Letter of Demand 16,572 annually - approximately 4000 per quarter

Second Letter of Demand 2,000 annually - approximately 500 per quarter

Statement of Claim 421 annually - approximately 105 per quarter

Sundry Debtors:

$60M annually, these debts include but not limited to shop inspections, sponsorship, road restorations, marketing, legal, property rental and footways and other miscellaneous debts. Referrals to the recovery agent for the recovery of sundry debts are on an ad hoc basis.

Part B Property Debts (charges related to commercial lease):

The City estimates to raise annual income of $74M approx. from the lease of commercial properties. We seek debt recovery services to collect outstanding debt due to non-payment lease.

Part C Health and Building (Charges related to health & Building inspection):

The City estimates to raise $1.8M in income from health and building inspections. The Service Provider is expected to issue letter of demand to recover the unpaid fees and initiate legal action if required as per instructions from the City.

Bidders are invited by City for the provision of debt recovery services for a period of 3 years with two 1 year optional extension.
