The Department of Energy, Environment and Climate Action (DEECA) is the managing road authority for approximately 35,000 km of roads and tracks in state forests and 14,000 km in parks and reserves, covering 7.1 million hectares of public land in Victoria. Most of this network provides essential access into the public land estate for numerous land uses including fire management and suppression, forest management, utilisation and commercial activities, and recreational pursuits.

Gippsland has been affected by several storm and flood events in recent years, in particular during late 2023 and early 2024. As a result of these weather impacts much of DEECAs road network requires repairs to ensure the roads can be safely used by the public and for bushfire and emergency response.

Purpose

DEECA is seeking responses to this request for tender (RFT) for the provision of recovery works along Bull Plain Road, Licola North in the Macalister district. The works, as detailed in section 3 – deliverables include:

• The repair of two slips on cut batters, including reinstating the adjacent road surface and drainage.

• The upgrade of one culvert to a 900mm diameter pipe as per engineering specifications provided in this tender document.

• Installation and replacement of 16 sets of 450mm dia. culvert crossings. The concrete pipes for these culverts to be provided by DEECA at no cost to the contractor.

Note that tenderers are asked to provide a separate quote for the works in table 1 – site locations (separable portion 1) and table 2 – site locations (separable portion 2). Note that separable portion two will not result in a standalone contract and will be awarded if funding permits.
