Project goals
Transport is developing a final business case investigating the deployment of large, grid-connected batteries across the Sydney Trains Heavy Rail network. Batteries will be installed at multiple sites with an estimated capacity of 30MWp each.
The project intends to utilise Transport's landholding and existing high-voltage grid connections within the Greater Sydney area whilst partnering with industry to deliver value-for-money outcomes and support NSW government's response to the state's 'reliability gap' forecasted by the Australian Energy Market Operator.
Scope
Through this market sounding exercise, Transport is looking to engage with Industry through a list of pre-determined questions focused on the commercial models that have been adopted for Battery Energy Storage Systems (BESS) operations including ownership structures, partnership models and ensuring value-for-money for Transport.
Participants that meet the following criteria are encouraged to respond:
The participant has onshore presence in Australia. This means local offices, personnel, and a registered ABN. - The participant has demonstrable experience in developing and operating NEM registered BESS projects (>5MW). Participants that are new to the Australian market, but have projects currently in delivery, will be considered suitable only if a formal connection application with an NSP has been significantly progressed.
It should be noted that: - this market sounding is not focused on the procurement of BESS hardware, this market sounding is focused on potential ownership structures, BESS operations and energy market participation, and- this market sounding is not a tender process resulting in a procurement decision, and participation will not influence or affect any current/future procurement decisions.

Following registration, Transport will arrange a mutually convenient 1-hour meeting with qualified participants to discuss key matters outlined in the information pack, with potential for follow-up discussions.
During the meeting, participants are encouraged to present their responses to the questions outlined in the information sheet and raise any relevant suggestions or concerns. Transport aims for a two-way discussion and may take notes during the meeting. Participants are welcome to provide additional supporting information.
Participation in the market sounding is voluntary and will not impact future procurement opportunities.
