Building 17 – Corporate Services and Clearinghouse was constructed in 1985 and includes office space, a library and ancillary areas, such as comms rooms, meeting rooms and toilets, over two storeys. Most of the mechanical equipment is original, its performance has deteriorated over time and the equipment is reaching the end of its economic life. Two plant rooms are located above the upper floor level, each containing air handling units and fan coil units. Boilers and a chiller are also located at the plant room level. Cassette units supply air conditioning to some areas of the ground floor.
Building 18 – the Spine Building was also constructed in 1985 and primarily comprises office areas, over two storeys. Building 18 receives air conditioning via roof mounted package units and split system air conditioning units and all of these units are approaching the end of their economic life and require replacement. The building is currently supplied with heating hot water from gas fired boilers located in B17.
The AIS Campus Site Security Office is currently located in Building 16, close to Building 17. Site Security requires more space than is available in Building 16. Consequently, it is intended that a new, larger Site Security Office be provided in underutilised office space in Building 17.
The proposed project, therefore, would comprise 2 packages:
· Package 01 – Base building services upgrades to Buildings 17 and 18.
· Package 02 – Fit-out works - relocation of the Site Security Office to the ground floor of Building 17 and minor upgrades to the adjacent Marketing team Production office.
Package 01 focuses on upgrading the base building mechanical services infrastructure. In Building 17, this includes replacing air handling units and also the chiller and boilers, which are to be replaced by more energy efficient heat pumps. In Building 18, the work includes replacing roof mounted package units and associated ductwork and also split system air conditioning units. In addition, non-compliant electrical distribution boards in the buildings are to be replaced. Design documentation for this work has been undertaken to 80 per cent design level and will be completed following engagement of the managing contractor.
Package 02 focuses on fit-out works at the western end of the ground floor in Building 17. These works include alterations and new fitout to existing office space to provide a new Site Security Office, as well as external modifications to create a new accessible entrance for the Security Office. The package also involves minor upgrades to the adjacent office space for the Marketing team. Design documentation for this package has been undertaken to 50 per cent design stage, will be progressed to 80 per cent stage during the tender period and completed following engagement of the managing contractor.
The key project objectives are:
a) Best value for money for the ASC
b) Delivery of services on time and budget
c) Economical whole of life cost
d) Energy conservation and ecological sustainable development (ESD).
e) Compliance with codes and authority requirements; and
f) Achievement of functional requirements of the relevant ASC stakeholders
The project is seeking to commence preliminary activities in April 2025 with a target construction completion date of February 2026.
