Tender Description

The State is seeking a New Licensee who is capable of establishing, operating and maintaining a Monitoring System for the purpose of monitoring the Gaming Machines in all Victorian gaming Venues (excluding those located in the Melbourne casino). All Gaming Machines in Victoria, outside the Melbourne casino, must be connected to the Monitoring System. By Ministerial direction in October 2014 under the Gambling Regulation Act 2003 (Act), the number of Gaming Machines permitted to operate in Victorian hotels and clubs is currently limited to a maximum of 27,372. As at the end of August 2024, there are 481 gaming Venues in Victoria operating 26,129 Gaming Machines.

The Monitoring System provides a vital role in ensuring the ongoing integrity of Gaming Machine transactions in gaming Venues. It also provides data and information on Gaming Machines for regulatory, harm minimisation, taxation and research purposes.

A New Licensee will also have a role in implementing responsible gambling measures. Currently, the Act provides that if directed to do so by the Minister, a New Licensee must provide systems and mechanisms that implement responsible gambling measures for the conduct of gaming. Under the Act, the Minister could also direct a New Licensee to provide, operate and maintain a statewide Pre-commitment System for all Gaming Machines in Victoria.
