This Tender is invited by the Issuer.

Military Personnel Division (MPD) has existing HR toolsets currently operating in SharePoint 2010 platform that now need to transition to Microsoft Dynamics 365 and a Dataverse based Power Platform environment.

The existing Military Employment Classification Review (MECR) tool is an in-house developed case management tool hosted on SharePoint 2010 that aids Defence in managing an individuals information. A MECR is the process used for personnel management when a members health situation affects their long term employability or deployability. A member’s deployability and employability are evaluated with regard to medical advice, commander/manager input, Defence member input, and the workforce management requirements of the Service. MECR determinations allocate a member's Military Employment Classification (MEC) and provide the basis for a member's extended rehabilitation, re-training, posting, transfer, retention at Service discretion, separation on medical grounds, or other administrative action

The existing functionality of the end-to-end case management tool is to be replicated within the Defence Vera environment using the approved MS Dynamics architecture, with scope to enhance the process. The final outcome for MPD will be the delivery of connected, end to end process. These processes will be derived from an MS Dynamics dataverse and work flowed through the toolset. Once the individual cases are complete there needs to be functionality to generate a final PDF document with case details for subsequent filing onto Defence Record Management System. Training to staff and how to maintain the tool are required for the successful implementation of the tool.

The current workflow has two main components, the CMECR Register and the MECRB tool, these support work that occurs in different parts of the organisation but the process is integrated and the information flows are critical to support the individuals case as it moves between the two.

The CMECR Register consists of 8 main steps, providing common data collection as an individual’s case moves through various stages of health checks and reviews. The main functions are described in the MECARS SOPs.

The MECRB Tool provides a workflow solution to the activities required to manage the individuals case through the assessment of employability. This consists of 6 main functions that are described in the MECRB database Overview document.
