IRPL requires the Service Provider to provide Probity Advisory Services to Inland Rail Pty Ltd from approximately 1 December 2024 through to 1 December 2027 with two 1-year options to extend.

Based on the probity expert categories defined by the Commonwealth Department of Finance (Department of Finance), experience for the implementation of the current Probity Advisory contract, and value for money consideration, it is proposed to achieve the programs probity requirements through a range of roles and advisors that may be called off as needed, rather than a single dedicated resource. These roles are summarised as:

1. Probity Process Advisor

2. Probity Advisor

3. Probity Auditor

The below objectives are listed:

* To implement and maintain high standards of probity and financial controls in connection with its procurements. This includes ensuring procurement processes are transparent, achieve value for money and encourage competition including by testing the market where appropriate.

* To promote the confidence of stakeholders in the probity and integrity of IRPL's procurement and other processes.

* To establish a comprehensive probity framework that aligns with the Federal Department of Finance's principles, addressing key risk areas such as regulatory compliance, conflict of interest, and procurement integrity.

* Enhance IRPL's probity capabilities through targeted training programs and upskilling of IRPL staff.

* Empower staff to self-manage low risk probity functions and navigate challenges independently.

* Implement methods for assessing skill improvements and integrating probity practices into existing procurement processes.

* Ensure sustainability of probity practices post-engagement and establish feedback mechanisms for continuous improvement.
