Tender Description
The Victorian Health Building Authority (VHBA) in partnership with Monash Health, is seeking to engage a suitably qualified Contractor for the Main Works Contractor package on the MMCTE project.
The scope of works for this package is planned to include:
22,000m2 of new build 8 storey tower and 3,000 m2 of refurbishment.
- Level 1 – Construction of a new tunnel link between the new lift core and existing hospital. Refurbishments to the existing Kitchen, Waste and Linen Store areas. Construction of a new satellite kitchen.
- Level 2 – A new lift core to service the expanded Tower levels, including associated modifications to the existing Emergency Department to enable creation of the new building core.
- Level 3 – Creation of a new surgical suite, inclusive of Theatres, Recovery areas and support space. To be constructed above the existing Emergency Department. The Level 3 works also includes refurbishment to existing hospital areas for new pre-op, Day of Surgery Admission (DOSA), staff areas and support space, and connection of the new and existing areas through new building openings and ‘breakthroughs’.
- Level 4 – A new Central Sterile Services Department with plant rooms to support the below surgical suite will be provided.
- Level 5 – A new Birthing Suite will be developed inclusive of birthing rooms, assessment unit, consulting areas and support spaces. Construction of a link bridge connecting the new tower to Monash Children’s Hospital.
- Level 6 – An Intensive Care Unit (ICU) will be delivered with new ICU beds and isolation rooms. Level 6 may also include a ‘cold shell’ for future expansion of the ICU.
- Level 7 – Construction of an Inpatient Unit (IPU) with a mix of single rooms, two-bed rooms and isolation rooms. Staff amenity and meeting spaces will also be provided.
- Level 8 – Construction of an IPU with a mix of single rooms, two-bed rooms and isolation rooms. Staff amenity and meeting spaces will also be provided.
- Level 9 – An enclosed plant room and unenclosed plant space will be provided for the installation of central plant and infrastructure to support the expanded clinical tower.
Expressions of Interest in the Project are called from contractors who are:
Suitably pre-qualified and registered under the ‘New Commercial Construction’ category of the DTF Construction Supplier Register in accordance with the following sub-criteria:
- Project Value – Greater than or equal to $300m; and,
- Experience – Hospital Experience
OR
Able to demonstration equivalent capability and capacity with:
- Evidence of Health Care and / or Hospital brownfield experience of a similar scale and complexity.
- Appropriate Victorian Builders Registration
- Occupational Health and Safety (OHS) – Demonstrating the respondent complies with criteria 1-12 of Mandatory evaluation criteria for OHS management
- Industrial Relations (IR) management – Demonstrating the respondent complies with criteria 1-5 of the Mandatory evaluation criteria IR management
- Evidence of financial standing:
Letter and supporting documentation from company CFO confirming financial capacity to deliver the project (to be subject to third party review), addressing at least:
- a minimum Current Ratio of 1;
- net tangible assets that are not less than 5% of the applicant’s construction related turnover;
- demonstrate its average previous years construction related turnover exceeds $300 million; and,
- working capital exceeds $30 million.
- If a Joint Venture is proposed, advise contractual, financial and commercial arrangements, and Parent Guarantor (as applicable).
