To support DVA in establishing governance arrangements and developing a Data Sharing Agreement (DSA) that can be used between DVA and external research entities who are conducting non-DVA commissioned research. A DSA is required to establish data requirements for the provision of DVA data into external bodies and the standard security and privacy arrangements that apply in relation to the provision. Compliance with the DSA is a mitigation against unlawful use, access, disclosure, modification of data.

The Statement of Requirements include:

1. developing data research protocols and documentation to support data sharing for external research purposes;
2. assessing the viability of using Data Place as a mechanism for securely sharing data for external research purposes;
3. designing an appropriate Data Sharing Agreement template, particularly engaging with relevant stakeholders within DVA to ascertain requirements, roles and responsibilities;
4. applying these requirements in practice through testing the efficacy of both the DSA template and research protocols against relevant use cases including coordination of activities in line with the protocols; and
5. any other governance requirements required.
