NHMRC is seeking an experienced Strategic ICT Advisor to work on a six-month project with the IT Management and Strategy Section. This project seeks to review the council's ICT operations and provide recommendations for strategic planning of our ICT service delivery into the future. The team anticipate 10 to 15 hours per week contributing to the review project with the possibility of an expansion to this commitment dependent on the progress of the review. NHRMRC wishes to engage an advisor on a time a materials basis.
Summary
NHMRC current managed service provider contract is due to expire in 2025 and the organisation is undertaking a review of its IT service requirements. We are looking for a high-performing Strategic ICT Advisor, to work with a small, dedicated review team. The team will analyse current ICT operations and make recommendations to NHMRC’s Executive Board on how to uplift services and support the necessary process to prepare NHMRC’s for the future.
Working together with the APS lead, and an IT Operations Manager, the successful applicant will review the existing requirements, develop an understanding of the organisation’s future needs, provide input into setting the ICT strategic direction of the agencies IT operations and approach over the next 3-6 years.
The project team has six months to investigate requirements, technology, staffing and contract arrangements and report back to the Executive Board before with an approach paper including options. After this, and resulting from the direction taken, the team will support the necessary preparations for NHMRC to prepare for the conclusion of the current service provider contract and ensure business continuity is maintained beyond 2025.
At a high-level, the review team’s scope would include:
- Consider the best value for money for the Commonwealth
- review requirements and service levels for the future,
- review managed services in other similar sized organisations within the public service,
- consider technologies needed both now and emerging,
- recommend alternative best practice operating models.
The successful applicant will have:
- A strong grounding in government ICT policy, opportunities and future directions,
- understanding of various technologies (current and future such as cloud and Microsoft environment and business applications such as HR and/or Finance systems),
- proven strategic procurement and ICT sourcing experience such as experience in Government procurement or contract Management,
- understanding of ICT service provision such as the ITIL framework.
The successful applicant’s responsibilities include:
- Review current MSP Contract and SOR,
- review current ICT infrastructure, applications and EUC requirements,
- meet with key stakeholders in the organisation to identify any opportunities to enhance or streamline services,
- assist in setting the scope of the review i.e. shared services, market conditions, trends or directions in ICT service delivery, cost / benefit analysis, core ICT requirements, ICT projects, service levels, operating models,
- consult with a range of internal and external stakeholders across the public and private sector,
- assess and analyse a range of ICT and service delivery documents including contracts, standards and operating procedures,
- provide input for a draft review paper with recommendations for the Executive Board,
- participate in preparing and proposals and transition plans to the agency’s executive.
