Tender Description
PURPOSE:
Austroads seeks responses from appropriately experienced service providers to undertake the identified scope of works to support Austroads’ Vehicles and Technology (VaT) Task Force to deliver on the program’s objectives.
SCOPE:
This project covers three thematic areas of vehicle and road technology:
• Automation: spanning from Active Safety Systems (ASS) and Advanced Driver Assistance Systems (ADAS) through to Automated Driving Systems (ADS) including those capable of Highly Automated Driving (HAD)
• Connectivity: with a focus on Co-operative intelligent transport systems (C-ITS) that include direct and network-based connections, with secondary consideration of other forms of vehicle connectivity (e.g. private clouds not using C-ITS standards)
• Electrification: Electric vehicles (EVs), where non-hydrocarbon fuels can be a sole source of power for common trips (e.g. including Hydrogen Fuel Cell and Plug-In as well as Battery Electric)
This broad coverage of technology areas seeks to address Austroads’ core or committed areas of action (such as supporting the Australian CAV-AP) as well as emerging or overlooked topics that may also be important to member agencies. That broad coverage extends also to vehicle types, in recognition that member agencies have roles with both on-road vehicles (such as cars, trucks and buses) and vehicles that also operate on paths (such as electrified cargo bicycles and automated footpath delivery robots).
The project will:
• Provide coherent navigability (with limited summarisation) of Austroads work completed, in-progress and programmed
• Highlight and provide targeted explanation of international progress in the above areas, focussing on that most impactful to Australia and New Zealand over the coming 5-10 years
• Identify outstanding questions or issues that may be appropriately addressed through Austroads programs, with a focus on the VaT program
• Provide a reasoned prioritisation of outstanding questions or issues addressable through Austroads projects
• Develop an illustrative roadmap and work plan for Austroads VaT program: this roadmap should link through from past to future work.
DELIVERABLES:
This project will produce the following deliverables:
• Research Report
• Webinar
• Other publishable deliverables in agreed format (e.g. navigable prior work, roadmap)
• Project data with populated metadata spreadsheet
• Other deliverables as set out in the Methodology and Milestone tables
Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
