The City of Sydney Council (the City) invites tenders for the carrying out of Contaminated Land Site Auditor Services in accordance with this request for tender.

Sydney Park is declared as Significantly Contaminated Land under the Contaminated Land Management Act and a Voluntary Management Proposal (VMP) is currently in place for the site. The VMP requires an independent review, audit, and endorsement of the deliverables required under the VMP by a NSW Environment Protection Authority (EPA) Accredited Site Auditor.

The Site Auditor will undertake the review, audit, and endorsement of the deliverables required under the VMP.

The City also manages various other contaminated sites, both established and arising from project works and land transfers.

The Site Auditor will peer review consultant reports related to contamination across the City of Sydney to confirm the City receives consistent technical advice aligned with EPA guidance to enable the City to responsibly manage contaminated land.

The Site Auditor must ensure that any advice or recommendations provided to the City in consultant reports or provided by the Site Auditor are pragmatic and achievable, considering up-front and ongoing costs, resources, and obligations, as well as being aligned with EPA guidance.

The duration of the Contract is seven (7) years with an initial three (3) years term with options to extend for two (2) years + two (2) years additional term. The indicative commencement date of service is 3 February 2025.
