Penrith City Council is seeking a suitably qualified and experienced Consultant (the Consultant) to prepare a Strategic Business Case (SBC) for a new multi-deck car park in the Penrith CBD (the Project) to address growing parking demand concerns.

The successful Consultant will work to:

1. Review the existing parking planning documentation for the Penrith CBD, including current Council policies, objectives and strategies.

2. Undertake a multi-criteria assessment to determine the most appropriate site for the Project.

3. Determine the design, scale and potential inclusions of the Project for the selected site.

4. Prepare a Strategic Business Case for the development of the Project.

The SBC will be undertaken in two (2) stages: Tranche A: Site Selection and Tranche B: Strategic Concept Design Development and Feasibility Study.
