Warrnambool City Council is seeking quotations from a qualified and experienced contractor to undertake CCTV inspection and provide structural and serviceability condition scores in accordance with Water Services Association of Australia (WSAA) - Conduit Inspection Reporting Code of Australia.
Warrnambool is a regional city council in south west Victoria with an area of 120km². Council’s drainage infrastructure assets consists of approximately 300 km of underground pipes and 12,700 pits & soakage pits. Each year Council has budget to undertake infrastructure condition audits and is seeking to improve its knowledge on condition of storm water pipes through this contract. Within this contract a total of 30km of the drainage pipe network and 1884 drainage pits & 59 soakage pits will be inspected over a three year period.
The successful contractor will be required to undertake the following:
- Visual inspection via CCTV of drainage network (pipes & pits) identified in Appendix B.
- Provide structural and serviceability scores for each inspected pipes and pits in accordance with WSAA coding section A3.2 Presentation of service and structural scores for conduits.
- Provide information on drainage assets (including pits) missing from Council’s data base and realignment of found assets in a GIS ready format (GDA 20 Zone 54) with details such as length, diameter, material and condition scores.
- Where pipes are found to contain obstructions that prevent completion of a useful survey, Council’s contact should be notified to coordinate a rectification action with the Municipal Depot.
- Provide all traffic management as required for working in and near through traffic lanes. The contractor is solely responsible for their own traffic management. WCC staff from the Municipal Depot cannot commit to being available at any given time.
- Cost associated with cleaning or jetting of lines is not to be included in the quote. If there is severe debris, details of the pipe should be informed to Council’s supervisor for cleaning and allow two weeks’ time for cleaning and re-inspection.
