Tender Description

Platform and Signalling Upgrade Programme (PSUP) is a network-wide program to increase capacity on the Midland-Fremantle (MID-FRE) and Armadale (ARM) lines. PSUP was allocated State and Commonwealth funding to advance project development and identify a strategy for investment that would ensure the MID-FRE and ARM lines could provide sufficient capacity to cater for increased demand associated with population growth, network expansion and future mode shift to public transport.

PSUP also seeks to deliver common platform lengths across the entire PTA urban rail network, enabling standard train lengths and maximising rollingstock compatibility/flexibility. The PTA is currently undergoing a once in a generation investment with METRONET in the process of delivering 72 kilometres of new passenger rail and 23 new stations to Perth.  The Rail Growth Plan forecasts that the future number of daily public transport boardings will triple current levels by 2051.  This level of growth requires the PTA to fundamentally change the way it operates to ensure sustainable public transport services.

Scope

  • For the purpose of this exercise, the scope of this program shall be considered to be (note that these details are non-binding):
  • Extension of platforms to a length of 150m;
  • Upgrade of rail systems impacted by the extensions e.g. track, OLE, signalling, communications etc;

Upgrades to station architecture where required e.g. canopy coverage, DDA compliance;

Note: all proposed upgrade works are to have minimal impact on train operations.

Intent of the RFI

The purpose of this industry engagement and market sounding process is therefore to:

  • Inform local industry of the potential scope and timing of the platform extension program.
  • Obtain ideas from contractors on potential delivery strategies;
  • Listen to ideas and opportunities to improve outcomes, capture expertise and experience;
  • Inform the PTA of any potential market issues and opportunities;
  • Enable PTA to determine an appropriate scope and delivery strategy; and
  • Identify improvements in the upgrade of network wide rail systems.

Responses in relation to alternatives or options should identify the potential benefits including local industry participation, customer outcomes, whole-of life cost implications and value for money recommendations.

Questions within this RFI are intended to guide industry on the feedback required by PTA. Organisations should only respond to questions that are within their corporate experience and may elect to answer none, some or all of the questions. While this RFI is not a commitment to purchase, it is a critical step in the PTA’s decision-making process.

Respondents shall note that this RFI process is not a contracting exercise. It is a request for information that may or may not lead to or be included in an eventual contract(s).
