Big Housing Build - Bell-Bardia, Heidelberg West - Stage 1- Main Works Contractor - EOI

Expression of Interest for a Head Contractor to complete novated design and construction main works of 104 new social and affordable homes, associated services and amenities, and landscaped communal green spaces within a medium-rise residential apartment development located in Heidelberg West.

It is intended that the Principal Consultant and their engineering and specialist design team currently engaged by Homes Victoria will be novated to the Head Contractor at the time of award of the Novated D&C Contract.

This procurement is a two staged process with Stage 1 as an Expression of Interest (EOI), and Stage 2 as a Select Request for Tender following on from Stage 1 in early 2025. This Expression of Interest is Stage 1.

The Government’s Local Jobs First policy and Social Procurement Framework apply to this procurement. Tender participants will need to complete a Local Industry Development Plan (LIDP) as part of Local Jobs First requirements. The Major Project Skills Guarantee (MPSG) and Apprenticeships Victoria requirements also apply to this procurement and these commitments must be included within the LIDP.

The Government’s Fair Jobs Code Plan apply to this procurement and tender participants will need to hold a Pre-Assessment Certificate at the time of Tender submission.

The Federal Government’s Federal Safety Accreditation (FSC Commonwealth Accreditation) applies to this procurement. Tender participants with need to hold a compliant FSC Accreditation at the time of Tender submission.
