This Tender is invited by the Issuer.

Supplier expectations are:

Inception Report: A detailed work plan outlining the methodology, timelines, and stakeholder engagement approach.
Current State Assessment Report: A report summarizing the findings from the analysis of the existing organisational setup and readiness for transformation.
Business Case Document: A comprehensive business case that includes the options analysis, recommended model, financial plan, risk assessment, and implementation roadmap.
Presentation: A summary presentation of the business case for senior management and key decision-makers.

Skills and Experience Required:

Proven experience in developing business cases, particularly within government or public sector environments.
Expertise in organisational transformation, business improvement, change management, and the establishment of transformation offices.
Strong stakeholder engagement and facilitation skills, particularly in complex, multi-stakeholder environments.
Ability to navigate and understand government policies, regulatory frameworks, and resource constraints.
A track record of delivering high-quality analysis and strategic recommendations in small but complex environments.
